Hanoi ring road 4: hung yen hands over 97% of site clearance, construction pace accelerates

The Ring Road 4 project for the Hanoi Capital Region, with a total length of 112.8 kilometers, was officially launched in June 2023. Hung Yen Province has achieved an impressive site clearance rate of 97 percent along its 19.3-kilometer section, with efforts now focused on completing compensation plans for the remaining 3 percent, which mainly consists of residential land.
Hung Yen has handed over approximately 97 percent of cleared land to the project developer of Ring Road 4 – Hanoi Capital Region. The remaining area is largely residential land, and local authorities are finalizing compensation and resettlement plans to complete site clearance across the entire route as soon as possible.
Overview of the Hanoi Capital Region Ring Road 4 Project
Ring Road 4 – Hanoi Capital Region is a nationally significant transport infrastructure project, with a total length of 112.8 kilometers. The project includes more than 103 kilometers of main expressway and 9.7 kilometers of connecting routes aligned with the Noi Bai – Ha Long expressway corridor.
The route passes through three localities: Hanoi (58.2 kilometers), Hung Yen (19.3 kilometers), and Bac Ninh (25.6 kilometers).
The project was officially commenced simultaneously in all three localities on June 25, 2023. In the next phase, Component Project No.3 – the expressway section developed under the public–private partnership (PPP) model – was also launched on September 6, 2025. The project aims to complete the regional transport infrastructure network of the Capital Region, reduce pressure on inner-city roads, promote socio-economic development, and strengthen inter-regional connectivity.
According to a report from the Hung Yen Provincial Department of Construction, land acquisition and handover for the project have reached approximately 97 percent of the total required area within the province. This outstanding result reflects close coordination and strong commitment from local authorities and relevant agencies.
The remaining approximately 3 percent of land is mainly residential. Local authorities have completed land inventory procedures, verified land-use origins, and largely finalized compensation and support plans for residential land. Currently, compensation, support, and resettlement plans are being publicly disclosed and finalized. In several localities, compensation plans have already been approved and land recovery decisions have been issued.
Challenges and Solutions
Leaders of Hanoi City have requested that Hanoi, Hung Yen, and Bac Ninh strengthen coordination to promptly address outstanding difficulties and bottlenecks. Two key issues require focused attention:
- Construction site clearance: Accelerating compensation, support, and resettlement for the remaining land area, particularly residential land.
- Material supply: Ensuring sufficient construction materials to avoid delays to the overall project timeline.
Regional Development Impact
The completion of Ring Road 4 is expected to deliver a major boost to economic development across the Hanoi Capital Region. Beyond easing traffic congestion in Hanoi’s inner districts, the route will expand urban development space and enhance regional connectivity between Hanoi and neighboring provinces such as Hung Yen and Bac Ninh.
For Hung Yen Province, the 19.3 kilometer section of Ring Road 4 passing through its territory will create favorable conditions for the development of industrial parks, industrial clusters, and satellite urban areas. This infrastructure advantage is expected to contribute significantly to economic restructuring toward industrialization and modernization.
